As a result of diversity in the evaluation systems in different universities many a times the students have suffered acceptance of their credentials across other universities, both domestic and abroad. It also extends to employers.
In order to maintain homogeneity the MHRD (Govt. of India) had instructed the University Grants Commission (UGC) to formulated guidelines and implement Choice Based Credit System (CBCS) from the academic year beginning July-2015 across all universities in India.
A committee of experts from UGC have formulated a model syllabi for 19 undergraduate courses. The list is available at http://www.ugc.ac.in/pdfnews/8839813_Public-Notice-CBCS.pdf
The Delhi University Teachers Association (DUTA) had sought feedback from staff associations and nearly 30 colleges. An overwhelming percentage of renowned colleges were totally against or opposed the new CBCS approach fearing quality of teaching-learning process would be greatly undermined leading to academic dilution. The teachers are already apprehensive of the consequences of implementing CBCS fearing a repeat of the new form of FYUP.
Moreover, the UGC document has not made it clear how it would address the existing crisis of higher education in India. Faculty shortage, lack of infrastructure, skewed teach-student ratio seem to be the more important issues at hand which are being ignored. The proposed PPP model might just accentuate the problems, rather than addressing them
CBCS does not happen to be a new reform. It has been in the making from 2008 and is an integral part of the Central Universities Act of 2009 as well as that of the Common Central Universities Bill, 2013.
