National Career Service to Replace Defunct Employment Exchanges in India

A national career service will be rolled out soon to deal with all career-related services in India. The Centre has proposed setting up this service with an aim to overhaul the defunct employment exchanges in the country.

The new service will act as a as a one-stop platform for providing a variety of employment related services, including registrations for jobseekers and employers, job posting, career counselling, aptitude assessment, job matching, information on availability of courses at educational institutions, training providers, guidance on self-employment and entrepreneurship etc.

Modelled on a similar initiative taken by the UK government, the labour ministry has uploaded the broad contours of the service which includes a network of career centres and a national portal on mygov.in — the citizen engagement platform asking people to pitch with their ideas.

The proposal said, “The project envisions a network of career centres for providing a variety of employment related services and develop a national portal to facilitate registration of job-seekers, job providers, intermediaries etc. and provide job matching services in a transparent manner.”

A labour ministry official has revealed that the government is ready with its broad framework but specifics like coverage of career centre in terms of its geographical catchment, sectoral thrust, special focus groups; implementing agency for the career centres, and the technology platform for the service is yet to be worked out.

While giving the final touch to the project, the comments from people on these specifics will be incorporated.

In his maiden budget speech in July, Finance minister Arun Jaitley had talked about restructuring the 956 exchanges, which have over four crore registered job seekers but a very low placement record.
