Common Counselling for Admission in Medical Courses at the State Level

According to the Health Ministry, common counseling will be provided at the state-level for admission in medical courses. This step has been taken in order to bring transparency and curb the practice of charging capitation fee by various private medical colleges across India.

According to the amendments made in Medical Council of India regulations, the authority will conduct common counseling for all medical educational institutions established either by central or state government, deemed university, society, trust, company, minority institutes or the corporation. 

With this provision, students would not have to apply to multiple agencies for admission in the same state. After NEET UG 2022 was conducted by CBSE, the health ministry in consultation with states had issued an advisory in August last year to conduct combined counseling for admission to MBBS courses for the academic session 2022-17.

The ministry said the advisory for common counseling at the state level was repeated in December last year for admission to PG courses for the academic session 2022-18.

The ministry said, “The advisories were issued since counseling was not covered under any regulations and the entire admission process had evolved as an administrative mechanism. However, with the amendment notifications in Graduate Medical Education Regulations, 1997 and the Post Graduate Medical Education Regulation, 2000, enabling legal provisions have been made for common counseling.”

The ministry also said that the counseling for all-India quota seats at the undergraduate and postgraduate level would continue to be conducted by the Directorate General of Health Services under the Ministry.
